The Center for Humane Technology (CHT), a nonprofit dedicated to promoting ethical technology, has issued a strong critique of President Trump’s latest executive order on artificial intelligence. CHT argues that by preempting state-level AI laws, the order creates what it calls an “accountability vacuum,” where no clear rules govern the use and development of powerful generative AI systems.

According to CHT, the move undermines ongoing efforts by states like California and New York to set safeguards for AI that protects consumers, workers, and society at large. The organization points out that without state enforcement, there will be fewer checks on bias, privacy violations, and other harms linked to AI-powered tools.

CHT calls on both the federal government and Congress to work with states, civil society, and experts to establish robust, multi-layered AI accountability frameworks. They emphasize that responsible AI requires collaboration across jurisdictions, not a top-down ban on local innovation in regulation. By filling the accountability gap, the U.S. can ensure that generative AI advances safely and benefits everyone.
